She's had a very trying time. She kissed Jack who was not her fiance so she could kill him, then they went to the land of the dead where she saw someone else she knew, had another person die right in front of her and now Norrington's there...but alligned with the bad guys.
Still, she looks conflicted to me because she's mad at him for being with the EITC so her fists are clenched and refusing to give in to the hug, BUT her eyes are shut and her face has a more relieved expression at his hugging her.
