At first, I thought it was weird that Jack's dad would be named...Franklin because it's so normal, but then, I remembered one of the most famous fictional Franklins of all time: Franklin Richards
Not only that, but Franklin Richards is famous for his powers of distorting time and space as well as being telepathic. Franklin's governess was even named Agatha Harkness.
So, what if...Jack's dad was Franklin Richards?

I thought Gray might be named after Jean Grey, but apparently, they're spelled different.

All the qualities/abilities/experiences are there- telepathy, ability to time travel (Ooh, that just gave me an idea for another theory =]! Psi-Lord=Time Lord- maybe Jack's family is a long-lost, somewhat less powerful (e.g. they don't have the ability to regenerate, at least not in the way the Doctor does) surviving offshoot of the Gallifreyian race =]!), a period of essentially being dead (though Jack has many of these, as we know ;)), the ability to be in many places and realities at once (as mentioned in "Fragments", and more or less shown in Doctor Who, where he appears as himself and as the Face of Boe), and founding member of a group of individuals who save the world (Jack taking the responsibility of forming a Torchwood team whose mission differs significantly from the one it had at its inception). If there isn't a direct connection (i.e. like in your theory), Jack's character was certainly inspired a lot by Franklin Richards :).
If Gray is based on anyone, I'd say the "Fantastic Four"/Marvel character he's meant to be similar to is Richards' child Hyperstorm. Gray's nowhere near as powerful as said character, but he's certainly a force of destruction just like that character (at least that's what he was portrayed as in "Exit Wounds").
Looking at a few of the links on that Wiki, the one about the Celestials specifically, I did find an interesting connection- The Daleks in the Whoniverse are based on them, I think , and their mortal enemies, the Time Lords, are based on the Celestials' mortal enemies, the Watchers ;).
