My mom got this metal plow at a thrift store with no stickers or any sort of identification. It came attached to the stone which we know nothing about either. Anyone have any ideas about where it came from?

Actually, it's not a plow.
It's either a hand cart or a dog cart.
Hard to tell without a close-up of the yoke.
Someone definitely glued it to this brick after the fact. That's not how it was meant to be originally. Someone was probably trying to keep it from getting lost or just wanted to make a custom paperweight.

Does it have any kind of patina (most likely on the bottom) or discolorations in the metal (if it is metal) and does it look like the wheels were capable of motion when it was made?

I can't see any patina, but there discolorations especially on the inside. I tried to show it in the pictures as well as the yoke and the fact that the wheels are fused. I don't think they were ever capable of motion.
