They NEVER mentioned Russell in this context.
Considering that Torchwood wouldn't be more than six or seven episodes, I doubt that would be a problem since the summer hiatus is plenty of time to bang that out.... Also, the Arrow producers are HUGE DW fans so I don't think they would want to mess with Jack Harkness either.
