I couldn't find clips for them but I'm going to say when she figures out what the numbers really are in The Doctor's Daughter. She was brilliant even before becoming the Doctor Donna. I was tempted to say when she defeated Davros but it's twinged with sadness because of what happens after that.
However, my real fave Donna moment would be the kitchen scene I posted on another entry.
